Small by design. Senior by default.

Commex Advisory is a Newcastle-based approvals, environment and stakeholder consultancy, founded by Jake Hoppe. We are deliberately small and senior-led. The person you brief is the person who does the work, supported by specialists in interface, stakeholder and traffic management, and an associate network that includes a Certified Professional in Erosion and Sediment Control and acoustic consultants. We work for major contractors and government agencies across New South Wales, Victoria, Tasmania and South Australia.

300+ Property agreements negotiated on a single TfNSW road upgrade
25 Management plans maintained across two states on one interconnector

Why Commex

Built from the delivery side.

We sit on the delivery side of the table.

Most approvals and engagement advice is written by people who leave before construction starts. We work inside contractor teams, so every plan we write has to survive a night shift, a site audit and a complaint.

One point of accountability across the interfaces.

Community, approvals, environment, land and change are connected. A complaint can become a breach, and a breach can become a cost. We hold every link, and bring in certified specialists where the work needs them, so you deal with one firm and one lead.

Senior from the first meeting.

You brief the principal, and the principal leads the work. When a specialist is needed, it is a certified practitioner we know and manage, not a graduate learning on your project.

Everything traceable.

Every obligation is tied to a verbatim condition, an owner, a plan and a record of evidence. That is the standard auditors, environmental representatives and regulators apply, so it is the standard we build to.

Change caught early.

Approvals evolve during delivery. We track each revision, test it against scope, and document its effect on method, programme and cost while there is still time to agree it.

The person you brief

Jake has spent his career at the point where infrastructure meets its approvals and its neighbours. He has managed land access and approvals for gas pipelines, run stakeholder engagement for TfNSW road projects through design and delivery, and now leads approvals and authorisation change for the HDD shore crossings on Marinus Link, the new interconnector between Tasmania and Victoria.

His work spans both sides of a project's obligations. He writes the engagement plans, conditions registers and management plans that win acceptance, then makes them work on site through crew guides, training and change control. When an approval changes, he is the person who can say what it means for the method, the programme and the price.

Earlier in his career, Jake worked with the NSW Government as a Public Information and Community Capability Officer. He holds NSW Premier's Citations for the 2019 to 2020 bushfires and the 2022 floods. He is also co-licensee and organiser of TEDxNewy, Newcastle's independently organised TED event.
